To the President U.S. & his Cabinet -- Hon--Gentlemen --

We have just read the proclamation of the Pres. for 75000 troops to repress Rebellion

The Republicans & Many Democrats here rejoice at this news, but are perfectly astonished at the smallness of the No. -- It is a mere [illegible] handfull merely to be laughed at by the South & the inquiry goes around "have the President & Cabinet lost their senses" 500,000 ought to be at once raised & it will be found to be none too much
