Dear Madam:
I am
directed by General Howard to inform you
that he would willingly forward you the
Sum asked for, but that the rules govern-
ing the Bureau will not allow him to
do so.
The General thinks that the be-
nevolent people of Rochester will assist
the lady in this matter, at least hopes
so.
So far as discouraging emigration
is concerned, the statement is utterly
absurd, as it has ever been the
General’s object to forward [funds?] people
