Dear Madam:

I am‎
directed by General Howard to inform you‎
that he would willingly forward you the‎
Sum asked for, but that the rules govern-‎
ing [governing] the Bureau will not allow him to do so.‎
The General thinks that the be-‎
nevolent [benevolent] people of Rochester will assist‎
the lady in this matter, at least hopes so.‎
So far as discouraging Emigration‎
is concerned, the statement is [utterly?]‎
