Dear Madam:

I am

directed by General Howard to inform you
that he would willingly forward you the
Sum asked for, but that the rules govern-

ing [governing] the Bureau will not allow him to do so.

The General thinks that the be- [benevolent]

nevolent [benevolent] people of Rochester will assist

the lady in this matter, at least hopes so.
So far as discouraging Emigration
is concerned, the statement is [utterly?]
